1. They need a big whopping army, since they don't have any pact countries to rely on.
2. Since they're not in a pact, their army needs no offensive capability. It is purely geared for defence.
3. Since they're not in a pact, they've managed to avoid getting dragged into a war for nearly 200 years.
Traditionally their biggest worry was the USSR. Nowadays it mostly seems to be figuring out what to do with their army :-)
