Also, adding the ability to over-ride the race modifiers completely negates the concept of building a character and having to take into consideration the advantages and disadvantages that come with your choice.

If you want to play a stout Elf that's great at geology, smithing, and stonework, you just spend points to that effect. Human that sees great in the dark and is a master of bow and spell? Spend ye points. I also like how they acknowledge that money is a pretty great super power. Also the ability to buy an "Avert critical failure" ability.
It's all optional, just like the house rule that you can re roll that 3 when generating your character.

But if WOTC plays all the races equal, gives them all the chance to be good and evil, and then has settings where one race is evil and another not, they teach kids to view the world with a wider lens.

The concept of the orc is pretty much lifted right out of Tolkien, and Tolkien did use some imagery (they were "swarthy", and in at least one letter he referred to them as looking like Mongols). I don't think Tolkien intended any overt racism, but used the language of his day to describe how they appeared. In his mythos, they were likely Elves corrupted by the first Dark Lord, Morgoth, and thus have an origin explicitly different than Mortal man. Of course, D&D just lifted those races in a one dimension
