This has to be one of the stupidest things I've ever heard. Why do Orcs require the addition of racial diversity? Also, adding the ability to over-ride the race modifiers completely negates the concept of building a character and having to take into consideration the advantages and disadvantages that come with your choice.
The concept of the orc is pretty much lifted right out of Tolkien, and Tolkien did use some imagery (they were "swarthy", and in at least one letter he referred to them as looking like Mongols). I don't think Tolkien intended any overt racism, but used the language of his day to describe how they appeared. In his mythos, they were likely Elves corrupted by the first Dark Lord, Morgoth, and thus have an origin explicitly different than Mortal man. Of course, D&D just lifted those races in a one dimensional fashion, since it was a game, and not an attempt at world building. With AD&D and actual attempts at worldbuilding, the races were imported along with it.
Perhaps the real problem is the term "races". When I built my own fantasy game setting, I called them species. It would be like finding a population of Neanderthals. They would be human, in the sense that they were hominids, but they wouldn't be a race in the Victorian sense of the word, but would be a separate but closely related species.
So in,your game you have eliminated the uniqueness of all the book races, stripped them of what made them special, their own people with their own history, origins, background, even genetic structure and turned them all into different colored humans. And you see that as progressive and not deeply racist. Wow.... did you make them all white, too? Or just shades of white, maybe?
