UK To Subsidize Semiconductor Firms in Bid To Make Domestic Chips (bloomberg.com) 48

The UK government will provide direct taxpayer funding to support British semiconductor companies as part of a strategy for a sector that has become a lightning rod in global geopolitics, Bloomberg reported Wednesday, citing people familiar with the plans. From the report: This will include seed money for startups, help for existing firms to scale up, as well as providing new incentives for private venture capital, the officials said. Ministers will set up a semiconductor task force to coordinate public and private support to ramp up UK manufacturing of compound semiconductors in the next three years, they added. An overall figure has not been agreed with the Treasury but it is expected to be single figure billions of pounds, one person familiar with the plans said.

Chips are vital components in everything from mobile phones to cars, and shortages have the potential to cause significant disruption to supply chains. Companies already affected by the Covid-19 pandemic are reconsidering their investments in the UK due to frustrations over delays in formulating a strategy. Compound semiconductors are based on different materials to conventional "silicon" chips and are used in newer technologies like 5G wireless and electric vehicles. A UK push to develop local semiconductor manufacturing would echo US efforts to restrict exports of the technology to China and hobble its push into the chips industry. The Netherlands and Japan, key chip-making countries, are close to joining with the US to curb links with Beijing.

Earth's Inner Core May Have Started Spinning Other Way (yahoo.com) 84

Far below our feet, a giant may have started moving against us. From a report: Earth's inner core, a hot iron ball the size of Pluto, has stopped spinning in the same direction as the rest of the planet and might even be rotating the other way, research suggested on Monday. Roughly 5,000 kilometres (3,100 miles) below the surface we live on, this "planet within the planet" can spin independently because it floats in the liquid metal outer core. Exactly how the inner core rotates has been a matter of debate between scientists -- and the latest research is expected to prove controversial. What little is known about the inner core comes from measuring the tiny differences in seismic waves -- created by earthquakes or sometimes nuclear explosions -- as they pass through the middle of the Earth.

Seeking to track the inner core's movements, new research published in the journal Nature Geoscience analysed seismic waves from repeating earthquakes over the last six decades. The study's authors, Xiaodong Song and Yi Yang of China's Peking University, said they found that the inner core's rotation "came to near halt around 2009 and then turned in an opposite direction." "We believe the inner core rotates, relative to the Earth's surface, back and forth, like a swing," they told AFP. "One cycle of the swing is about seven decades", meaning it changes direction roughly every 35 years, they added. They said it previously changed direction in the early 1970s, and predicted the next about-face would be in the mid-2040s. The researchers said this rotation roughly lines up with changes in what is called the "length of day" -- small variations in the exact time it takes Earth to rotate on its axis.

IBM Top Brass Accused Again of Using Mainframes To Prop Up Watson, Cloud Sales (theregister.com) 23

IBM, along with 13 of its current and former executives, has been sued by investors who claim the IT giant used mainframe sales to fraudulently prop up newer, more trendy parts of its business. The Register reports: In effect, IBM deceived the market about its progress in developing Watson, cloud technologies, and other new sources of revenue, by deliberately misclassifying the money it was making from mainframe deals, assigning that money instead to other products, it is alleged. The accusations emerged in a lawsuit [PDF] filed late last week against IBM in New York on behalf of the June E Adams Irrevocable Trust. It alleged Big Blue shifted sales by its "near-monopoly" mainframe business to its newer and less popular cloud, analytics, mobile, social, and security products (CAMSS), which bosses promoted as growth opportunities and designated "Strategic Imperatives."

IBM is said to have created the appearance of demand for these Strategic Imperative products by bundling them into three- to five-year mainframe Enterprise License Agreements (ELA) with large banking, healthcare, and insurance company customers. In other words, it is claimed, mainframe sales agreements had Strategic Imperative products tacked on to help boost the sales performance of those newer offerings and give investors the impression customers were clamoring for those technologies from IBM. "Defendants used steep discounting on the mainframe part of the ELA in return for the customer purchasing catalog software (i.e. Strategic Imperative Revenue), unneeded and unused by the customer," the lawsuit stated.

IBM is also alleged to have shifted revenue from its non-strategic Global Business Services (GBS) segment to Watson, a Strategic Imperative in the CAMSS product set, to convince investors that the company was successfully expanding beyond its legacy business. Last April the plaintiff Trust filed a similar case, which was joined by at least five other law firms representing other IBM shareholders. A month prior, the IBM board had been presented with a demand letter from shareholders to investigate the above allegations. Asked whether any action has been taken as a result of that letter, IBM has yet to respond.

Six Years Later, HPE and Oracle Quietly Shut Door On Solaris Lawsuit (theregister.com) 10

HPE and Oracle have settled their long-running legal case over alleged copyright infringement regarding Solaris software updates for HPE customers, but it looks like the nature of the settlement is going to remain under wraps. The Register reports: The pair this week informed [PDF] the judge overseeing the case that they'd reached a mutual settlement and asked for the case to be dismissed "with prejudice" -- ie, permanently. The settlement agreement is confidential, and its terms won't be made public. The case goes back to at least 2016, when Oracle filed a lawsuit against HPE over the rights to support the Solaris operating system. HPE and a third company, software support outfit Terix, were accused of offering Solaris support for customers while the latter was not an authorized Oracle partner.

Big Red's complaint claimed HPE had falsely represented to customers that it and Terix could lawfully provide Solaris Updates and other support services at a lower cost than Oracle, and that the two had worked together to provide customers with access to such updates. The suit against HPE was thrown out of court in 2019, but revived in 2021 when a judge denied HPE's motion for a summary judgement in the case. Terix settled its case in 2015 for roughly $58 million. Last year, the case went to court and in June a jury found HPE guilty of providing customers with Solaris software updates without Oracle's permission, awarding the latter $30 million for copyright infringement.

But that wasn't the end of the matter, because HPE was back a couple of months later to appeal the verdict, claiming the complaint by Oracle that it had directly infringed copyrights with regard to Solaris were not backed by sufficient evidence. This hinged on HPE claiming that Oracle had failed to prove that any of the patches and updates in question were actually protected by copyright, but also that Oracle could not prove HPE had any control over Terix in its purported infringement activities. Oracle for its part filed a motion asking the court for a permanent injunction against HPE to prevent it copying or distributing the Solaris software, firmware or support materials, except as allowed by Oracle. Now it appears that the two companies have come to some mutually acceptable out-of-court arrangement, as often happens in acrimonious and long-running legal disputes.

theodp writes: On Tuesday, the Micro:bit Educational Foundation, a UK-based education non-profit "on a mission to inspire all children to achieve their best digital future," announced a partnership with US-based and tech giant-backed nonprofit Code.org to offer teachers computing resources to complement use of the handheld BBC micro:bit physical computing device as an extension to the Code.org CS Fundamentals curriculum, which is aimed at introducing Computer Science to children in Kindergarten-5th Grade.

"Physical computing is a great way to engage students in computer science, and I'm excited that Code.org is expanding its offerings in this maker education space," said Code.org CEO Hadi Partovi. "We're delighted to partner with micro:bit to provide physical computing extensions to our existing courses." Micro:bit Educational Foundation CEO Gareth Stockdale added, "Growing a diverse pipeline of tech talent who contribute to the creation of better technology in the world begins in the classroom. We are invested in excellence in computer science education for younger students and are excited by the size of the impact we can create together with Code.org to bring the benefits of physical computing to young learners."

Back in 2015, Microsoft -- a Founding Partner of both the Micro:bit Educational Foundation and Code.org -- partnered with the BBC to provide an estimated 1 million free BBC micro:bits to every 11 or 12 year old in the UK. "The chance to influence the lives of a million children does not come often," Microsoft Research wrote in a 2016 paper explaining the efforts to get the micro:bit into the hands of UK schoolchildren and make it part of the CS curriculum. The paper also cited Code.org and the UK's Computing at School (a Micro:bit Educational Foundation partner that was "born at Microsoft Research Cambridge") as "two significant success at the coding level" of "scaling out an initiative to influence an entire country of students, or even globally."

British Battery Start-Up Files For Bankruptcy (nytimes.com) 56

An anonymous reader quotes a report from the New York Times: Britishvolt, a prominent battery start-up that generated enthusiasm from British politicians but never commercially produced a battery, filed for insolvency on Tuesday. The collapse deals a blow to Britain's ambitions to develop low-carbon businesses to replace some of the trade lost under Brexit. It also threatens the future of Britain's auto industry, which requires domestic sources of electric batteries if it is to thrive.

Founded in 2019, Britishvolt promoted itself as a British domestic champion. It had plans to build a 3.8 billion pound (or $4.7 billion) battery factory near Blyth in northeast England, creating 3,000 jobs. Despite forming partnerships with companies like the carmaker Aston Martin and Glencore, the commodities trading house, it failed to raise enough money to either construct the factory or perfect its battery technologies. The company said Tuesday that it was forced into administration, analogous to filing for bankruptcy. On Tuesday, all but 26 of the 232 employees at Britishvolt's main unit learned that they had lost their jobs.

The insolvency raises important questions about the future of the British auto industry. The government is pushing carmakers to rapidly convert to building electric cars, with a ban on sales of new gasoline and diesel-powered cars beginning 2030. The idea is to both meet far-reaching targets on reducing emissions and to keep pace with an enormous shift to electric cars that is rippling through the global auto industry. Experts, though, say Britain does not have sufficient sources lined up to build the batteries that make up a high proportion of the contents of electric vehicles. Ideally, these devices should be made near car assembly plants in order to meet local content rules and because they are heavy and costly to ship.

UK Lawmakers Vote To Jail Tech Execs Who Fail To Protect Kids Online (arstechnica.com) 115

The United Kingdom wants to become the safest place for children to grow up online. Many UK lawmakers have argued that the only way to guarantee that future is to criminalize tech leaders whose platforms knowingly fail to protect children. From a report: Today, the UK House of Commons reached a deal to appease those lawmakers, Reuters reports, with Prime Minister Rishi Sunak's government agreeing to modify the Online Safety Bill to ensure its passage. It now appears that tech company executives found to be "deliberately" exposing children to harmful content could soon risk steep fines and jail time of up to two years. The agreement was reached during the safety bill's remaining stages before a vote in the House of Commons. Next, it will move on to review by the House of Lords, where the BBC reports it will "face a lengthy journey."

Sunak says he will revise the bill to include new terms before it reaches the House of Lords, where lawmakers will have additional opportunities to revise the wording. Reports say that tech executives responsible for platforms hosting user-generated content would only be liable if they fail to take "proportionate measures" to prevent exposing children to harmful content, such as materials featuring child sexual abuse, child abuse, eating disorders, and self-harm. Some measures that tech companies can take to avoid jail time and fines of up to 10 percent of a company's global revenue include adding age verification, providing parental controls, and policing content. If passed, the Online Safety Bill would make managers liable for holding tech companies to their own community guidelines, including content and age restrictions. If a breach of online safety duties is discovered, UK media regulator Ofcom would be responsible for prosecuting tech leaders who fail to respond to enforcement notices. Anyone found to be acting in good faith to police content and protect kids reportedly won't be prosecuted.

From a report: In a press statement shared with The Verge, the stock photo company said it believes that Stability AI "unlawfully copied and processed millions of images protected by copyright" to train its software and that Getty Images has "commenced legal proceedings in the High Court of Justice in London" against the firm. Getty Images CEO Craig Peters told The Verge in an interview that the company has issued Stability AI with a "letter before action" -- a formal notification of impending litigation in the UK.

Amsterdam Calls For Crackdown On Menace of Souped-Up E-Bikes (theguardian.com) 141

An anonymous reader quotes a report from The Guardian: The Netherlands, once famed for being cycle-friendly, is facing a surprising threat: souped-up electric bikes speeding at up to 42kph (26mph). [...] Fietsersbond [is] a cyclists' union that is campaigning to crack down on speedy e-bikes and "fat bikes" -- those with extremely wide tyres. These should only use cycle paths with a maximum speed of 25kph -- but some of the bikes are designed to go faster or are being altered by the user to allow them to do so. Last June, Dutch MPs voted to ban people from boosting factory-programmed e-bike speeds, and cycling experts warn that nations rapidly adopting them, such as the UK, will soon face the same issues. Recent Dutch government research found e-bikes typically travel at almost 24kph, 3kph faster than normal bicycles, but a quarter of e-bikers exceed the limit – especially young adults. Mopeds and racers might be worse, but the Netherlands has an estimated 5m e-bikes, for a population of 17.8 million, and users include primary school children.

Esther van Garderen, director of the Fietsersbond, is campaigning for quick enforcement of the speed-boost ban and prohibiting fast e-bikes in bike lanes. "The problem is not normal e-bikes, but ever more souped-up bikes that are basically illegal mopeds," she said. "In the Netherlands, since January, moped users must wear a helmet and young people don't like this. They also need to be 16 and have a driving licence, but illegal 'fat' bikes are just sold, youngsters under 16 use them on the roads going at 40kph, without a helmet. This isn't allowed, but there is no enforcement." She added that a plan by Amsterdam-Zuid district council to research whether child cyclists should be obliged to attach a flag to their bikes to improve road safety made her blood boil: "To think that the solution is that children need to have a flag is blaming the victim to the max."

This autumn, Amsterdam will reduce speed limits from 50 to 30kph on 500 roads and the city is also researching "intelligent speed adaptation" systems to warn speeding cyclists or even force e-bikes to slow down. "Traffic safety and safe biking are areas where I really want to break ground in the coming years," said Melanie van der Horst, deputy mayor for traffic. "Two-thirds of Amsterdammers tell us they don't feel safe in the traffic. So more than 80% of roads will become a 30kph zone and we are researching a speed limit on the bike lanes. The growth of electric vehicles means there are huge speed differences on bike lanes and studies show that this creates risks." [...] The international cycling advocacy foundation BYCS believes that slightly slower cities might be better ones. "Technology is praised as progress, but it's not about progress," said Maud de Vries, the chief executive. "It's about urban health and a system where people are more active, healthy and cross each other's paths, in a good way."

Police Complaint Removes Pirate Bay Proxy Portal From GitHub (torrentfreak.com) 32

The developer platform took action in response to a takedown request sent by City of London Police's Intellectual Property Crime Unit (PIPCU). The takedown notice concludes that the site, which did not link to any infringing content directly, is illegal. [...] "This site is in breach of UK law, namely Copyright, Design & Patents Act 1988, Offences under the Fraud Act 2006 and Conspiracy to Defraud," PIPCU writes. "Suspension of the domain(s) is intended to prevent further crime. Where possible we request that domain suspension(s) are made within 48 hours of receipt of this Alert," the notice adds. This takedown request was honored by GitHub, meaning that people who try to access the domain now get a 404 error instead.

While GitHub's swift response is understandable, it's worth pointing out how these blocking efforts are evolving and expanding, far beyond blocking the original Pirate Bay site. The Proxy Bay doesn't link to infringing content directly. The site links to other proxy sites which serve up the Pirate Bay homepage. From there, users may search for or browse torrent links that, once loaded, can download infringing content. Does this mean that simply linking to The Pirate Bay can be considered a crime in itself? If that's the case, other sites such as Wikipedia and Bing are in trouble too.

A more reasonable middle ground would be to consider the intent of a site. The Proxy Bay was launched to facilitate access to The Pirate Bay, which makes court orders less effective. In 2015 UK ISPs began blocking proxy and proxy indexing sites, so that explains why thepirateproxybay.com and others are regularly blocked. Whether this constitutes criminal activity is ultimately for the court to decide, not the police. In this regard, it's worth noting that City of London Police previously arrested the alleged operator of a range of torrent site proxies. The then 20-year-old defendant, who also developed censorship circumvention tool Immunicity, was threatened with a hefty prison sentence but the court disagreed and dismissed the case.

Artists File Class-Action Lawsuit Against Stability AI, DeviantArt, and Midjourney (technollama.co.uk) 140

An anonymous reader shares a report: What many of us had expected has finally happened, artist have sued for copyright infringement a couple of AI companies, as well as an art repository site {complaint here (PDF)}. Is this the end of AI tools? I don't think so, I'll try to explain why, this will not be a detailed look at the lawsuit, there will be more time for that, this is my own take on some of the technical issues that I think the complaint gets wrong, so this is not intended as an in-depth look at the law anyway, as I suspect this may not get to a trial, more on that later. I'm also aware that this is at a very early stage, things may change, and most importantly, nobody can be sure of what the result will be, this is my own early speculation on the first filing as it stands, I'll update and write further blog posts as needed.

Three artists are starting a class-action lawsuit against Stability.ai, Midjourney, and DeviantArt alleging direct copyright infringement, vicarious copyright infringement, DMCA violations, publicity rights violation, and unfair competition. DeviantArt appears to be included as punishment for "betrayal of its artist community," so I will mostly ignore their part in this analysis for now. Specifically with regards to the copyright claims, the lawsuit alleges that Stability.ai and Midjourney have scraped the Internet to copy billions of works without permission, including works belonging to the claimants. They allege that these works are then stored by the defendants, and these copies are then used to produce derivative works. This is at the very core of the lawsuit. The complaint is very clear that the resulting images produced by Stable Diffusion and Midjourney are not directly reproducing the works by the claimants, no evidence is presented of even a close reproduction of one of their works.

England is Banning Sale of Some Single-Use Plastics (engadget.com) 40

England will ban businesses from selling and offering a variety of single-use plastics, including plates and cutlery, by the end of the year, the UK's Department for Environment, Food and Rural Affairs announced on Saturday. From a report: The government will begin enforcing the legislation in October 2023. In addition to some plastics, the ban will cover single-use trays and certain types of polystyrene cups and food containers but will exempt plates, trays and bowls included with supermarket-ready meals; the government intends to target those through a separate plan that incentives manufacturers to meet higher recycling standards.

According to one estimate cited by the environment ministry, English consumers use about 2.7 billion items of single-use cutlery every year, and only about 10 percent of those are recycled. The department said 95 percent of people it consulted before today's announcement were in favor of a ban. "We have listened to the public and these new single-use plastics bans will continue our vital work to protect the environment for future generations," said Environment Secretary Therese Coffey.

Contrails Cause 57% of a Plane's Climate Impact. Can That Be Changed? (cnn.com) 138

Contrails — the wispy ice clouds trailing behind flying jets — "are surprisingly bad for the environment," reports CNN: A study that looked at aviation's contribution to climate change between 2000 and 2018 concluded that contrails create 57% of the sector's warming impact, significantly more than the CO2 emissions from burning fuel. They do so by trapping heat that would otherwise be released into space.

And yet, the problem may have an apparently straightforward solution. Contrails — short for condensation trails, which form when water vapor condenses into ice crystals around the small particles emitted by jet engines — require cold and humid atmospheric conditions, and don't always stay around for long. Researchers say that by targeting specific flights that have a high chance of producing contrails, and varying their flight path ever so slightly, much of the damage could be prevented.

Adam Durant, a volcanologist and entrepreneur based in the UK, is aiming to do just that. "We could, in theory, solve this problem for aviation within one or two years," he says.... Of contrails' climate impact, "80 or 90% is coming from only maybe five to 10% of all flights," says Durant. "Simply redirecting a small proportion of flights can actually save the majority of the contrail climate impact...."

In 2021, scientists calculated that addressing the contrail problem would cost under $1 billion a year, but provide benefits worth more than 1,000 times as much. And a study from Imperial College London showed that diverting just 1.7% of flights could reduce the climate damage of contrails by as much as 59%.

Durant's company Satavia is now testing its technology with two airlines and "actively looking for more airlines in 2023 to work with, as we start scaling up the service that we offer."

Truly addressing the issue may require some changes to air traffic rules, Durant says — but he's not the only one working on the issue. There's also the task force of a non-profit energy think tank that includes six airlines, plus researchers and academics. "We could seriously reduce, say, 50% of the industry's contrails impact by 2030," Durant tells CNN. "That's totally attainable, because we can do it with software and analytics."

Virgin Orbit's Sixth Launch Became a 'Fireball' on Monday (gizmodo.com) 12

It was meant to be the first-ever orbital mission to take off from the United Kingdom — carried by a Virgin Orbit rocket launched from a private jumbo jet Monday over the Atlantic ocean, according to the BBC.

But instead "at an altitude of approximately 180km (111 miles), the upper stage experienced an anomaly which 'prematurely ended' the first burn. The company said this event ended the mission, with the rocket components and payload falling back to Earth within the approved safety corridor.,,,"

At this point the unmanned rocket became "a slow moving fireball in the sky," astrodynamics lecturer Marco Langbroek told Gizmodo in an email. The rocket's hellish descent was captured on video, revealing the unfortunate journey back from space. Ramón López, an observer at the Spanish Meteor Network, caught the rocket reentering Earth's atmosphere from Lanzarote, one of the Canary Islands off the west coast of Africa. He released the footage on YouTube, as well as on Twitter.
Earlier this week Space.com noted that four previous Virgin Orbit missions have all been successful, deploying a total of 33 satellites into orbit.

Research Summaries Written By AI Fool Scientists (scientificamerican.com) 59

An anonymous reader quotes a report from Scientific American: An artificial-intelligence (AI) chatbot can write such convincing fake research-paper abstracts that scientists are often unable to spot them, according to a preprint posted on the bioRxiv server in late December1. "I am very worried," says Sandra Wachter, who studies technology and regulation at the University of Oxford, UK, and was not involved in the research. "If we're now in a situation where the experts are not able to determine what's true or not, we lose the middleman that we desperately need to guide us through complicated topics," she adds. Researchers are divided over the implications for science. The chatbot, ChatGPT, creates realistic and intelligent-sounding text in response to user prompts. It is a 'large language model', a system based on neural networks that learn to perform a task by digesting huge amounts of existing human-generated text. Software company OpenAI, based in San Francisco, California, released the tool on November 30, and it is free to use.

Since its release, researchers have been grappling with the ethical issues surrounding its use, because much of its output can be difficult to distinguish from human-written text. Scientists have published a preprint2 and an editorial3 written by ChatGPT. Now, a group led by Catherine Gao at Northwestern University in Chicago, Illinois, has used ChatGPT to generate artificial research-paper abstracts to test whether scientists can spot them. The researchers asked the chatbot to write 50 medical-research abstracts based on a selection published in JAMA, The New England Journal of Medicine, The BMJ, The Lancet and Nature Medicine. They then compared these with the original abstracts by running them through a plagiarism detector and an AI-output detector, and they asked a group of medical researchers to spot the fabricated abstracts.

The ChatGPT-generated abstracts sailed through the plagiarism checker: the median originality score was 100%, which indicates that no plagiarism was detected. The AI-output detector spotted 66% the generated abstracts. But the human reviewers didn't do much better: they correctly identified only 68% of the generated abstracts and 86% of the genuine abstracts. They incorrectly identified 32% of the generated abstracts as being real and 14% of the genuine abstracts as being generated. Wachter says that, if scientists can't determine whether research is true, there could be "dire consequences". As well as being problematic for researchers, who could be pulled down flawed routes of investigation, because the research they are reading has been fabricated, there are "implications for society at large because scientific research plays such a huge role in our society". For example, it could mean that research-informed policy decisions are incorrect, she adds.
On the contrary, Arvind Narayanan, a computer scientist at Princeton University in New Jersey, says: "It is unlikely that any serious scientist will use ChatGPT to generate abstracts." He adds that whether generated abstracts can be detected is "irrelevant."

"The question is whether the tool can generate an abstract that is accurate and compelling. It can't, and so the upside of using ChatGPT is minuscule, and the downside is significant," he says.

UK Could Jail Social Media Bosses Who Breach Child Safety Rules (theguardian.com) 55

Downing Street has said it is considering a Tory-backed amendment to the online safety bill that would allow for the imposing of jail sentences on social media bosses who are found not to have protected children's safety. The Guardian reports: No 10 said on Thursday it was open to the proposal, which is backed by at least 36 Conservative MPs including the former home secretary Priti Patel and the former work and pensions secretary Iain Duncan Smith. The amendment would give Ofcom, the communications watchdog, the power to prosecute executives at social media companies that are found to have breached the law. If ministers include it in the bill, it will mark the third time the prime minister, Rishi Sunak, has bowed to the demands of his backbenchers, after U-turns on planning and onshore windfarms.

The bill is aimed at cracking down on a range of online content that ministers believe is causing serious harm to users and was informed in part by the testimony of Frances Haugen, a former Facebook employee who accused the company of repeatedly putting profits ahead of user safety. The bill will force companies to remove any content promoting self-harm, depicting sexual violence or facilitating suicide. It will also require companies to impose and enforce strict age limits and to publish assessments of the risks their platforms pose to young people. As it is currently written, the bill gives Ofcom the power to levy fines on companies of up to 10% of their global turnover for breaches in the law. Ofcom will be able to prosecute executives only if they fail to cooperate with an investigation. This has upset many Conservative MPs, however, who believe the regulator should be given tougher powers.

The amendment, which has been signed by 37 MPs overall, would allow Ofcom to prosecute individual executives if they were proved to have connived with or consented to breaking the elements of the bill designed to protect children's safety. Judges would be allowed to impose prison sentences of up to two years. [...] Other changes to the bill, which has its report and third reading stage in the House of Commons next week, include altering earlier plans to tackle content seen by adults that is harmful but falls below the threshold of criminality, such as cyberbullying and sexist and racist material. Tech companies will be required to state clearly in their terms and conditions how they will moderate such content. Users will also be given the option of asking to have such content screened out when they are on social media platforms.
A Downing Street spokesperson said on Thursday: "Our aim is to hold to account social media platforms for harmful content, while also ensuring the UK remains a great place to invest and grow a tech business. We are confident we can achieve both of these things. We will carefully consider all the proposed amendments to the online safety bill and set out the position when report stage continues."

UK Treasury Considers Plan For Digital Pound (bbc.com) 29

The government is considering introducing a "digital pound," the economic secretary to the Treasury has told MPs. From a report: The UK was committed to becoming a world crypto hub, Andrew Griffith said. And the government was "a long way down the road... to establish a regime for the wholesale use, for payment purposes, of stablecoins." Stablecoins are designed to have a predictable value linked to traditional currencies or assets such as gold.

The currency, for use by households and businesses, would sit alongside cash and bank deposits, rather than replacing them. A public consultation on the attributes of a digital pound would be launched in coming weeks, Mr Griffith told the Treasury Select Committee. "I want to see us establish a regime, and this is within the FSMB [Financial Services and Markets Bill, currently being debated in Parliament], for the wholesale use for payment purposes of stablecoins," he said. Central banks around the world are developing or exploring digital currencies.

China, for example, is a front-runner in this global race, and is in the process of testing a digital yuan in major cities including Beijing, Shanghai and Shenzhen. The European Central Bank in July 2021 took a first step towards launching a digital version of the euro, kicking off a 24-month investigation phase to be followed by three years of implementation. And Mr Griffith told the committee: "It is right to look to seek to embrace potentially disruptive technologies, particularly when we have such a strong fintech and financial sector."

The Guardian Says Ransomware Attack Compromised Staff's Personal Data (theguardian.com) 11

Last month, The Guardian closed its offices after being hit by a "highly sophisticated" ransomware attack. In an update to staff, Guardian group chief Anna Bateson and newspaper editor-in-chief Katharine Viner said intruders were able to access the personal data of UK employees. Engadget reports: They described the incident as a "highly sophisticated cyber-attack involving unauthorised third-party access to parts of our network," most likely triggered by a "phishing" attempt in which the victim is tricked, often via email, into downloading malware. The Guardian said it had no reason to believe the personal data of readers and subscribers had been accessed. It is not believed that the personal data of Guardian US and Guardian Australia staff has been accessed either. However, the message to staff said there had been no evidence of data being exposed online, so the risk of fraud is considered to be low.

The attack was detected on 20 December and affected parts of the company's technology infrastructure. Staff, most of whom have been working from home since the attack, have been able to maintain production of a daily newspaper, while online publishing has been unaffected. The Guardian has been using external experts to gauge the extent of the attack and to recover its systems. Although the Guardian expects some critical systems to be back up and running "within the next two weeks," a return to office working has been postponed until early February in order to allow IT staff to focus on network and system restoration.

The Fairphone 2 Will Hit End-of-Life After 7 Years of Updates (arstechnica.com) 20

An anonymous reader quotes a report from Ars Technica: It can be done. Android manufacturers can actually support a phone for a sizable amount of time. Fairphone has announced the end of life for the Fairphone 2, which will be March 2023. That phone was released in October 2015, so that's almost seven-and-a-half years of updates. Fairphone is a very small Dutch company with nowhere near as many resources as Google, Samsung, BBK, and the other Big-Tech juggernauts, yet it managed to outlast them with its support program. The whole goal of the company is sustainability, with easily repairable phones, available spare parts, and long update promises. The Fairphone 4 has a five-year hardware warranty and six years of updates, and the company's reputation says it can provide that. Sadly, the phones only ship in the UK and Europe. The Fairphone 2 only promised "three to five years" of updates, and it blew that out of the water.

The Fairphone 2 features the Qualcomm Snapdragon 801 SoC, a chip that Qualcomm ended support for with Android 6.0. In what is probably an Android ecosystem first, that lack of chipset support didn't stop Fairphone, which teamed up with LineageOS and today ships Android 10 on the 7-year-old device. That's not the newest OS in the world, but it passes all of Google's Android compatibility tests. I'm sure there are newer amateur releases in the Android ROM community, but Fairphone's Android 10 build is up to the standard of an official release, as opposed to the "tell me what doesn't work" standard of many amateur ROM releases. Fairphone doesn't say why support is ending in March, but if it's staying on Android 10, it was going to have to kill support sometime this year. Google only supports security patches for the last four versions of Android, so even Google will be shutting down Android 10 support soon.

Britain's Groundbreaking Satellite Launch Ends in Failure (reuters.com) 100

Britain's attempt to become the first European nation to launch satellites into space ended in bitter disappointment early on Tuesday when Virgin Orbit said its rocket had suffered an anomaly that prevented it from reaching orbit. From a report: The "horizontal launch" mission had left from the coastal town of Newquay in southwest England, with Virgin's LauncherOne rocket carried under the wing of a modified Boeing 747 called "Cosmic Girl", and later released over the Atlantic Ocean. "We appear to have an anomaly that has prevented us from reaching orbit," the company said. "We are evaluating the information." The failure deals a further blow to European space ambitions after an Italian-built Vega-C rocket mission failed after lift-off from French Guiana in late December.
