I hope that they make the NPCs controllable during combat with the Tactics system, allowing me to control where my fat guy in a wife-beater shoots his Panzor or CAWS. The AI in Fallout2 was TERRIBLE, Vic (my npc of choice) really liked to target THROUGH my head.
Also I hope they better balance the game, so just picking high perception and agility isn't a true path to winning, everytime. If you want to win Fallout2 in under 30hours, simply tag Small Guns, Steal, and Energy Weapons, have over 8 perception, and over 9 agility. Poof. You 0wn. Make melee and hth more fruitful.
Oh... And we need more dogmeat.
(aside: I'm digging the Fallout Fantasy thing, my and my freind used to wish that Square and Black Isle would join forces, and make either Final Fallout, or Fallout Fantasy... Now through some Id into the mix, and you got Final Fallout Doom)

Why? It was a long time since I played it, but I think I did play one character who became a master at martial arts. I mean, this dude could kick the shit out of *anyone*.
You remember how the enemies could be thrown back hollywood-style by a particularly strong attack? Well, let me tell you (and I remember this because I always laughed out loud when it happened): I had several enemies literally fly out of the screen

The classic one was the patch that invalidated your save games forcing you to start over. Thank god I was only a couple of towns into the game.

The one thing that I would like to see in Fallout 3 would be some expanded customizability for character graphics. It's not a major issue, but it would be nice to at least be able to select my hair color/length...

Even though I love these series, all these games, Fallout, Baldur's Gate, the TSR Gold Box series, devolve into micro-managing inventory. Should I take the sniper rifle or the laser rifle? Let's see multiply weight by probability I won't use it by my skill, etc.... Do I want to keep 100 necklaces I picked up, one of which might be magical, or the extra 5 full plate armors I can sell in town, or this sword I pulled off this boss? Aggh!
Maybe I'm just neurotic but these games always devolve into inventory micro-management and totally take away from the game. Like another poster, I typically try to make a "uber"-character just so I can avoid managing 5 extra characters. But then I end up attaining 5 "mule" characters just to hold the junk I collect on my missions...

It's like hearing someone talk about the good old days of M:TG, before people became interested in how much a card was worth. They were neat, yeah -- but they were immature. The mature version of the game is the one you end up with after the economy is created within it.

Take a look at the promo movie on the site. The game could end up being good in many ways, but it just looks "wrong" to a fallout fan. Irrational, but you could say the same about Jar Jar Binks.
Fallout Tactics I can't really comment on. Played the demo and the gameplay didn't really grab me. Maybe I was spoilt by games like Jagged Alliance 2 and UFO Enemy Unknown. (think americans call it XCom)

Otherwise...they need to do something to make it more friendly than Fallout 1 & 2....

I didn't mean to make it sound like Atomic Johnny was not friendly...he alone is the the reason I bought the first two to start with...
